The Department of State Bureau of Information Resource Management (IRM/OPS/ITI/IIB) will be conducting a Demonstration Day for the Biometric Readers on July 1, 2009 starting at 9 am in Room 750 of SA-44, 301 4th Street, SW, Washington, DC. The Department of State is planning an award for biometric readers and is open to other brands through the demonstration.
• The vendor will bring a single production reader. The demonstration will be held in a lab environment to a workstation that has current PKI software installed. The test will consist of the reader’s ability to read multiple versions of the Department of State and Department of Defense Smart Cards. The reader must possess PIN and biometric authentication as well as biometric enrollment. It must also support biometrics in the pre-boot environment when used in conjunction with encrypted laptops. The reader must be able to perform the test without the addition of software, drivers or configuration changes to the system – it must meet plug and play standards.
All brands must be listed on the HSPD-12 GSA Approved Product List Line # to be able to participate in the demonstration. http://fips201ep.cio.gov/apl.php
Vendors are requested to register in advance by June 29th at 5 pm EST. No phone calls will be accepted for the registration. Sign up in advance by emailing Cynthia Harper at harperc@state.gov
Vendors are to provide the following information in the body of their email:
• Individual Name
• Company Name
• Address
• Phone number
• Brand of biometric reader
• Biometric reader configuration specs or brochure of the reader
Vendors may add to the Interested Vendor's list under FBO but an email registration is a requirement to be issued a time slot for their demonstration.
A list will be posted on FedBizOpps June 30, 2009 showing the registered vendors for the demonstration and the time for their demonstration. No other vendors will be allowed to attend unless they register in advance by 5 pm EST on June 29, 2009.
Each vendor is limited to two individuals per organization to attend and each must show picture ID and company affiliation upon arrival for the demonstration.
Vendors may email questions to Cynthia Harper by COB on Thursday, June 25, 2009. No phone calls will be accepted for questions or registration for the demonstration.
Vendors will attend this demonstration at their own expense. Due to the urgency of this procurement the demonstration will be held only one day, July 1, 2009 at the listed address for SA-44.

The U.S. Department of State, Security Integrity Division (IRM/OPS/ITI/SI) held the Demonstration Day for the Biometric Readers on July 1, 2009.
The purpose of this document is to provide a detailed record of the live demonstration performed at the PKI lab in an effort to evaluate the capabilities of various biometrics and smart card Readers, and how they support the department’s current needs.
Currently, the Biometric Logical Access Development & Execution (BLADE) program with in the PKI Program office is in the process of evaluating a number of biometric and smart card readers to determine which reader will best fit the department’s needs in supporting the legacy biometric enabled PKI implementation, as well as the Departments HSPD-12. The selected reader will be backwards compatible and support all current PKI programs/projects. IRM’s Systems Integrity (SI) office performed these tests in the PKI lab.
The results of the Biometric Reader Live Test Demonstration is attached for your review. The report provides the information on the testing, the equipment used and the results.
